My iphone 4 stays lit while I am talking on it. Therefore I continuously push buttons accidentally. I get on facetime, put it on speaker, press number keys, etc. with my face. Is this a user error, a setting that is not adjusted, or is the phone not working properly???

There are two possibilities. The phone is could have lost its proximity detector. But it could also be a simpler issue. There are certain cases and screen protectors that can cause this issue as well. While you might hate doing this, remove any cases and screen protectors. Test the phone again. If it works, put the case back on. If it fails, then it is the case. If it doesn't, then it is the screen protector.

I don't think so..... It only becomes active when I move the phone away (proximity detector....). Anyone?????
