No, iOS 5.1 cannot be jailbroken on any idevice above A4, meaning the 4S, iPad 2 and New iPad CANNOT be jailbroken at all, not even a tethered.

iOS 5.1 and iOS 5.1.1 are not the same iOS. iOS 5.1 is not a hotfix like iOS 6.0.1 is, so the jailbreak won't work with Absinthe. Plus, there wasn't a boot exploit, hardware exploit or iOS exploit that the dev-team could take advantage of.
