Iphone 4s jailbroken, unable to read local sim..

I have updated my iphone 4s to the latest version and i can't replace it with our local sim. (My sister gave it to me, she bought it from japan i updated it here in philippines) CAN SOMEONE HELP ME WITH THIS ISSUE. Thanks.. Here's a photo of my settings

The simcard from japan is inserted but when I remove it and replace it with our local sim it restarts and ask for

Your phone is probably locked to the Japanese cell phone carrier. You can either ask the Japanese carrier if they'll unlock the phone or find a third party unlocking service that will do it for you.
