IPhone 4s, OS 7.0.2

Hello everyone,

Someone offering me to buy IPhone 4s, I have deleted all the data inside and restored it to OS7.0.2 the latest one, but when i inserted my SIM it's not working, It have CARRIER AT&T 15.0.
Seems all is unlocked except the SIM CARD. I like this phone but if sim card works with CYDIA then i don't buy this phone because i don't need JAILBROKEN. If it works like then I will buy.
So what is the solution ? will it work like this ?

Your SIM must match that of the original carrier of the device that it's locked to. Otherwise you'll need to unlock it. If it is the same carrier and it's still not working, bring it to a local carrier retail store and have them sort it out. Or, log onto your AT&T account and manually setup the device for activation
