Iphone 4S SMS Alert Repeat not working

I recently purchased an Iphone 4s (previously owned a droid) and am having problems with missing my SMS messages because my phone doesn't repeat an alert when I get a message. I have it set in notifications to repeat 10 times every 2 minutes and when the screen is off and locked I only get a tone and vibrate one time. Anyone else having this issue or know of a solution? I end up missing a lot of my messages because of this.
