iPhone 7 Plus, Not receiving Notifications

[ ANY SOLUTION FOR THESE PROBLEMS? ]

-I'm on iOS 10.2 on iPhone 7 Plus, No Apps are Showing Notifications until I open The App and Keep it In The Recent Tabs, I Don't receive Any Notification, It Doesn't Refresh. *Background App Refresh is Enabled*

-Also there's No Service in Sim Card
*Tried Reseting Network Settings, Tried Other Solutions on Web But Didn't Work*

Try force starting your iPhone. That's done by pressing and holding Power and Volume (-) button simultaneously until the Apple logo appears. As soon as it's visible, let go of both buttons. Your iPhone will power up on it's own.

If that doesn't help, reset all settings:
Go to Settings - General - Reset, select Reset All Settings there. This will set back your settings to default, it won't remove any content from your device. So you'll have to look through the Settings app, to set up everything/select your preferences again afterwards.

Has there been any feedback as to a resolution to this problem? Both my wife an my phones have the same issue.

I would start with your wireless company if you are getting a no service message. And also reset your Notification Settings in Settings.

Try refereshing your notification settings, if this does not help then try to set your phone to default settings.
