iPhone alert app

Hello everyone,

Need some help with the iPhone, I need an app that will allow me to alert another iPhone with a very annoying alarm. My issue is that our company has released a policy where no one can use their phone while driving irregardless of
Bluetooth capabilities. So I want an app that I could just send an alarm when a want that person to reach their manager. Keep in mind that this will require me to be able to access over 30 different iPhones so find my iPhone is not a practical application.

Sounds like a fairly straight forward job, although it would have to use a means other than telephony,
so as long as all 30 iPhones are connected to the internet all is fine, although I imagine such an app
would have a total of 31 customers, so personally, I don't see the viability in producing something specialised
unless there are many companies with the same policy/requirement as yours... but I don't think so.
