Iphone app quesions please help! :)

Hello, I'm looking for a pretty good preferably free or cheap iPhone/iPad app maker. I'm wanting to make "pokemon pokedex LIKE APP" not Pokemon or any other copyrighted material. I have my own sprites ive made for me and want to make a DEX for them as a reference. Any ideas please help me thanks!

Now as for developing apps I have questions:
1.do I have to submit to apple to have to able able to be put and used onto my iPhone?
2.am I able to just make the app available to me for mmyself?
3.can you recommend good app making websites? I am experimenting with one now. Preferably free but not a must.

The best way is to Google it, i can remember the exact app but i do know its not fee.

I'm not being rude but that's why I'm asking. I've googled a very large amount of stuff and have come to many app builders and I want a "opinion" on what's best for what I'm wanting to do. And there's a app for what? Please be specific. Google doesn't have all the a answers but perhaps someone on here can be specific and help me out.
