Hi. i have iphone 3gs ios6.1 baseband 06.15.00 and have a problem this baseband wan't unlock please tell me how to downgrade my iphone's baseband without restore

Assuming your iPhone 3GS is an old bootrom, you can downgrade using RedSn0w. UltraSn0w supports the 06.15.00 baseband. Make sure you install the UltraSn0w Fixer for iOS 6.1 from Cydia and reboot your phone.
