iPhone push delay on 3g network

This is the situation:
iphone 4 ios 4.3 push notifications work perfect and are almost instantly through Wifi and EDGE but delay around 30 min to 1 hour through 3g.
Tested on IM+, eBuddy and IMO instant messenger apps.
Why this happens? Is this normal? How to fix?

Maybe you have a poor signal reception? My push over edge also delay but not a 30mn delay.
