iPhone will only work in safe mode

I downloaded some apps and my home screen went green phone will only work in safe mode if I restart the screen will be green after I slide to unlock the phone .
My phone is a 3GS with I pad baseband please help Also I did uninstall the apps and same thing will only work in safe mode

If you uninstalled the apps and the problem persists then doing a fresh restore is your best bet.

Ok thank you I just did not want to lock my phone because I did not save any back up files before I jail broke it
