is there an app to make calls through broadband connection?

Hi i live in a very rural area in the UK with a very poor mobile signal. Im wondering if there is an app or a way i can recieve calls and texts via my internet broadband connection. Like you can with a blackberry?
I have an iphone 4s on o2

Unfortunately... there's no way to accomplish this and still be using your own phone #. For calling you can use Skype or something similar... and there's numerous free texting apps that'll work over your broadband internet.

Well not much actually, only that you call to your contacts (phone contacts) and it automatically recognizes if the one you are calling have viber and if they do, you will be able to call through viber (free), if not, a regular call will be made.
So basically not much, i used to use viber a lot and many times instead if the call app.
