unless you already have a mobile me account you can not open new one. So no is the answer I think. If I am wrong someone can correct me

You should be able to set up findmyiphone.

You need an iPhone 4 to set it up for free. Then you can activate it on your 3GS.

I think apple have stopped taking on new mobile me accounts now so you might not be able to do anything until iOS5 comes out...
