issues with ios 9.1

my father recently updated his iphone to ios 9.1 and after said update is gets stuck on find my iphone menu
he has never backed up it on our pc and find my iphone wont let me do anything with it
it can recieve calls but not make calls

The iPhone is asking for his iCloud ID's password. As soon as you enter it (instead of "Skip this step"), he'll be able to use it as before.
