Just bought an iPhone 4 off of ebay and can't verify authenticity?

I recently won an auction on ebay and according to the description it is unlocked and currently runs on version 4.1 (8b117) with modem Firmware 02.10.04

I don't know much about unlocking but is it possible for this phone to be unlocked AND running on 4.1?

So many signs that the seller is shady and doesn't know what he is talking about.

I'll go ahead and say im 99% sure that iPhone is NOT unlocked.
