What's the best app to watch live tv from. I saw someone with a Samsung had USTV app, but that app is not available for iPhone.

For the iPhone, you'll need a subscription to a TV provider like DirectTV, Verizon FiOs, Time Warner Cable, or the likes to be able to stream live TV off of your iPhone or iPad. Other methods include using a slingbox and a server to broadcast.
