Location Services in iphone 4

"In my iPhone 4, I cannot enable/disable my Location Services and couldn't turn on/off apps. Whenever I go in to location service in settings, the page showed me as 'FREEZED' and I cannot do anything except going back to general settings."

What have you done so far? Have you tried rebooting the phone?

If it still does it after a full reboot, try restoring and see if that fixes it.
