Lockscreen theme

I was wondering if anyone knows how to design the lockscreen to look like the picture I have attached? I know the slidelock theme is TGT but and far as the temperature symbol, the clock and what appears to be a live weather cause of how the clouds overlap the analog clock. Thanks for any help you can give.

You would need the PSD files that come with the theme and use Photoshop to customize it.
