"Quick launch bar..."? Are you refering to the dock you always see... or the app switcher that comes up w/ a double tap of the home button?
Depends on your iOS. Infinidock, scrolling dock are 2 that are pretty popular if you want them directly on you dock. Otherwise, as Justin pointed out, there's the one from Apple from double tapping home

You mean on the top? With the clock? That's the Status Bar. If you mean the one on the bottom of the springboard, that's the dock.
If you're talking about the top with the clock and battery and wifi and data and such, icons will build up depending on the tweaks or mods that you implement. There are quite a few icons that pop up depending on what's going on and such like one for vibrate, one for lock rotation, etc.
