new verizon iphone 4s user. first iphone and confused

other needed info: Blind user slowly learning VoiceOver

question: the screen blacks out while I'm in the middle of reading stuff,
is there a way to increase the blackout time, but enable the lock screen?

I notice the screen blacks out too soon, like within a minute,
which is fine for the lock screen when the phone isn't in use,
but while I'm using it in safari trying to read something or
send a message it blacks out too quickly.

I see the setting for the lock screen, but is there a separate setting I'm
missing for the blackout timer?

question: I have been going thru the settings to automatically connect to wifi
when I'm at home or at my moms or something, but when I'm out of wifi available
range, is the time I want to use data but only if I go into those apps. I don't want it to
use data for notifications I'd rather have it use notifications when I'm in wifi range
because I'm only alotted 2 gig of data and I don't want to use it up when I'm not even using
the phone, you know?

Trying to figure out how to do that in settings.
I enable voice roaming under general -> network
turn cellular data ON right?

basically I'm asking what do these settings mean?
voice roaming just means awaiting voice calls right?
so I would want to disable data roaming but enable cellular data and voice roaming right?
I am confused.

That is the setting, you want to increase the auto lock time. Secondly cellular data should be off if you want to only get notified with wifi. You can ask to join networks but that would just waste precious battery life. You can however just leave wifi on and you will automatically connect to remembered networks.

will I still be able to send text messages and receive calls?

because when I tried that, I wasn't able to send or recieve
text messages unless I was connected to wifi

You'll be able to place calls and send text but not picture messages.
