not getting text messages

I have an iphone5 and my grandaughter has an iphone5C. she does not receive my test messages and pix that I send to her 95% of the time.
she did the latest update to ios8 and has been having alot of problems with her phone since then, but the text message problem started before the update she did. I have mine jailbroken.
in my settings I have

Send Read Receipts - turned on
Send as SMS - turned off
MMSS Messaging - turned on

is this correct? if not how should I have it set? or could it be something in her settings?

I read on your other post about the emoji issue before it was deleted. Emojis change a text from SMS to MMS. There is evidently a "data" issue on one of the phones for the emojis to not come through. Check data settings on all phones.

SMS( short message)= cellular service. (Talk and text)
MMS(multi media, photos, graphics,video)= data service (3G or 4G/LTE)

when my grandaughter is home she shuts her rogers data off she runs on wifi while at home or visiting someone where they have wifi. should she keep her data turned on or is it ok for her to leave it off and use the wifi?
now you say to check the data...what should we be looking for when we check it? I am a bit confused here.
