Passcode in order to power off?

Is there a tweak or an app that requires a pass code in order to power off the phone?

There are 2 tweaks from Cydia which can achieve what you want. iCaughtU and iGotYa. Both are anti theft tweaks. One of the functions is that you can set your phone so you can't power it off from the lock screen. You must unlock the phone to power off. Plus they take a photo of anyone who tries unlocking your phone with wrong passcode and emails you their location and photo.
