Personal Hotspot is not avaialbe

Personal hotspot is totally not available in my iphone. I have even tried to reset the network several times but nothing was fixed. It's not even in the Network settings !!
Could someone please help me ?

First you need to answer two questions.

1) Who is your cellular provider?
2) Have you signed up for a tethering plan?

No it's not a cellular issue and no plans have to be specially in Saudi Arabia since all of the other users under my cellular provider have that options at the time they have bought their iphones.
So I don't know what is the problem.
In fact, I tried to reset the network settings and the hoptspot option was showing up after each reset but once I try to enter to the hotspot On/off option, it totally disappears again !!
