That isn't a iPhone issue. That is a call routing issue. If you get one or two rings and then a busy, that means the cellular provider could not connect the call to the land line trunk system properly. Usually happens under a very heavy load. Can also happen if the cellular providers digital router has a memory crash and can no longer process certain area codes.
And there are two types of busy tones.
The slow one represents the number is actually busy or under certain conditions a router didn't make the trunk switch properly.
The fast one represents an overloaded circuit condition.
