welcome to ipf. to answer your question. no you cannot do it without being jailbroken. if you're jailbroken check out photoalbums+ in cydia.

There are programs for non-jailbroken phones which will allow the creation of separate storage space folders for photos, videos and documents. I personally use ReaddleDocs, which also allows for wireless transfer.
