So I am kind of new to having the iPhone 4. I was wondering if there is a was wondering if anyone knows a way to create a new photo album without using a computer. My computer just died!! Thank in advance for any help!!

Ok there are two ways that you add folders. One is to edit your folders on you're computer. Secondly you can jailbreak your device and download photoalbums+ through cydia. Those are the only two ways.
