I've been obsessing over a filter used by someone on instagram and finally figured out they are using the Adobe Photoshop CS5 Pixel Bender plug-in.

Is there a Photoshop app, specifically that uses that plug-in? Or is this person moving their photos from their phone, to their computer for editing, then posting...
