Photos to laptop

I have a iPad and iPhone 8 and I’m trying to upload photos to my new lap top with windows 10. My iCloud is used up and I just want to free up iCloud space and organize. When I plug in the iPad it only finds about 300 pics when there’s like 1500. Ben a while since I used the oven style stuff. Any advice to do this. I really don’t want to pay for the extra space if I can just save to flash drives from my lap top also. Thanks

Login to icloud on your computer via browser (www.icloud.com), and save the images to the PC from there.
