I have an AT&T iPhone 4 at the moment is Jailbroken but Cydia isn't opening. Once it boots and i slide over to unlock it takes 3-5 minutes to respond. I have Jailbroken and UnJailbroken numerous times as well as Restore and Hard Reset numerous times to try and take care of the problem with no luck.

Benny... you say that you've perform a Hard Reset.. holding your Home & Lock buttons together until the Apple logo appears? As well... what type of restore did you perform? Did you restore from previous backup... or as a new device?
I restored as a new device through iTunes.
