posting new pictures

How do I add one picture to my phone photos without doubling up all my pics. The photo will be taken from my PC. Everytime I try to do this all my pics duplicate.

If possible, send it to yourself via email, and save it to the iPhone after receiving it there.

It's also possible to use online storage (iCloud, Evernote, OneDrive, Box, Google Drive, Flickr,...) to sync the photo. Save it to one of these on the computer. On your iPhone, you're able to save the image from those apps to Photos.
