Question about Personal Hotspot

Does anyone know the details on Personal Hotspot. Seems that Apple is going to bring it to AT&T if the rumors of iOS 4.3 is true. Does this mean free tethering? Or will the phone report that is it tethering to the carrier so charges can be applied?

I'm new to the iPhone but since was coming from a Blackberry my unlimited data plan was transfered to the iPhone so if "Personal Hotspot" just used my normal data plan then I'm all set if I go on vacation and want to bring my laptop, or what ever.

Anyone know the details on this?

It's most likley it will be an additional charge. Unlimited customers my get a free allowance with tethering but I would be surprised if it was unlimited. The unlimited data plan isn't really unlimited anyway...
