Reallocate system storage space

Is there an app or way to reallocate and increase system storage space. As of now i have 1GB for system apps and rest 13 GB for other apps. i have used about 80 % of system storage space. It would be great if i can make it 1.5GB or 2 GB. BTW i use iPhone 4 with ios 5.1.1
