Is there an app I can download to use my phone as a remote for the tv without any other dongle involve?

TVs use infrared receptors for their remote signals, and iPhones don't have an infrared emitter. That means that there has to be some kind of interface between the phone's output (wireless network or Bluetooth) that would convert the phone's signal to infrared. It can be done, but not without the interface.

Some cable and satellite services do have apps for using your phone as a remote. But only through your wifi to the receiver. I have DISH and have the capability to do so.
