Reversal of Alerts in Calendar Events

In iOS 8.3 is anyone experiencing a reversal of event alerts whereas 1st alert becomes 2nd alert when saved? E.g. set the alert for 1 hour before, and 2nd for 30 mins. before and they reverse when the the event is saved.
