Safari blocking me

i try to delete messages off my i phone. and i get this message. Safari cant' open this page ,
because your phone is not connected to the internet. BUT IT IS . I have tried wify thats ' on,
been on google other browse's they are all on .how do i fix it.

i have been to settings /safari/clear history& web data hope that dose the trick. well' see.
