Sending Voice Files with iPhone

This can be done in the Voice Recorder app, however iPhone drags behind the BB OS in this area, and I hope iOS 6.x will be an improvement and allow me to attach or record a voice file right from within Mail. Okay whenever I send a Voice File to someone (whom is not using a Mac) they can never play them. Users need Quicktime and so far those I have sent voice files too cannot figure out how to get it, or do not want it. Is there a way to be able to send MP3 audio files over the native M4a format without SPENDING MONEY on third party software?
