Settings Screen on Startup

I have a minor nuisance issue that started with iOS 9.0.2. I shut off my phone nightly, and when I restart it in the morning the Settings screen loads in the background. I also get a buzz/vibration like receiving mail.

Anyone else have this issue or know why the Settings would just load itself?

The buzz/vibration is part of the start-up sequence and is normal. Force close settings, I am guessing it is an open app when you shut down.

Did force closing settings work?

I force close and have always force close. But, at night I shut down my phone, so it just comes on again and I "force close" again.
