Are you trying to get a 3G signal from your phone, and display it upon your laptop? If so, "yes, that can be done." You use a "tethering" cable. However, you should have an unlimited data plan that supports tethering because it will use a lot of data.

Read the tittle of the tread. He wants to share a wifi connection from his phone to his computer, he said his computer is missing a wifi card that's why it can't connect to the original wifi spot. With 3G it's possible, but with wifi? His iPhone is basically turning to become the router which will still require his computer that same missing wifi card.
