On the iPhone 4, double-clicking the home button would cause all of the open apps to open up side-by-side. On the iPhone 6, double-clicking the home button causes the open apps to open up overlapping one another. Is it possible to restore the iPhone 4’s side-by-side view to the iPhone 6?

That's not possible. It's a feature of the software and can't be changed.
It's not the iPhone 4 differing from the iPhone 6, it's IOS 9 differing from the IOS version on your IPhone 4.
