Sim City Deluxe for my I4

I have the Sim City Deluxe game on my I4 and was wondering if there is a manual that talks about the different features. I am trying to build raods and the like and am unable to use the controls correctly to make crossing roads and even do the basic things to begin a city. The game seems fine it is just that there is not alot of instruction in the tutorials to help me get started, Thanks for everyones help.
