In your opinion which is an better tethering app?

They both accomplish the same thing, however the major difference is that TetherMe is cheaper and undetectable and MyWi is more expensive and easily detectable. So the choice is a no-brainer, TetherMe is the best solution for 3rd party tethering.

Newbie. If I download to iPhone 4s, to tether to ipad2 do I also need to download to iPad?

Nope, you just download it on the iPhone, configure your hot-spot network and then select the network in your iPad2 wi-fi settings.
