Tones, Contacts a total mess

There is no "ringtone" option on my Contacts (used to have it but it disappeared) and when I go to "sounds" in Settings", it will not open. After updating to 5.1.1 on my 4S and jailbreaking, my Contacts app disappeared. I did a resync with icloud and it showed up but with no"ringtones" as an option. Also, when I try to sync tones (with itunes), it says they are syncing, but they do not show up on my iPhone. Please help!!

Did you restore and setup as new device, jailbreak, then restore from backup,
Or did you restore, restore from backup, then jailbreak?

It's best to restore, setup as new (not use "Erase All Content and Setting) jailbreak, then restore from backup.

But don't restore to a backup that has jailbreak data in it.
