I'm new to this site and I'm not on Volt yet. I play SF4 on my iphone and there's a few things I've noticed that the computer avatars can do that I can't. I play RYU by the way. They seem to be able to counter my Special move with their own, even though my special move was enacted first. I can't counter his special move once he's enacted it, best I can do is block it. Also Bison can use his special move without having burned 50% of his power. I have to use at least 50% of my power before I can use a special move. Bison can also do multiple special moves per round. I can only do one. I've also noticed that the computer avatars can block while moving forward, again I can only block when moving backward or crouching.
