unlock iphone 4S with turbo sim R sim ultra S 2

hi,
I have an iPhone 4S with orange UK, and I bought the new turbo sim R sim ultra S 2, which can unlock the any iPhone 4S.
I have a contract with orange france (line no activated yet), however, the sim card doesn't work: it steel lock under orange UK.
Hope it is understandable and thanks for your response.
