Why do you have to wait 6mo's to get your iphone4s from sprint unlock. Can you Factory Unlock it

Because Sprint paid the subsidy cost and hence they get to make the rules on their investment.

I ask sprint to unlock my iPhone 4S because I'm leaving the country sprint told me that they sent the MSG to apple so the next time I sync it ; it will unlock to any foreign carrier but in the us sprint is only carrier my phone is lock too ??
