Vodafone Factory Unlocks on eBay - is it legit?

There are quite a few people offering factory unlocks from Vodafone on ebay - for example: IPhone 4 Unlocking Service for Vodafone UK | eBay

Is this how Vodafone would do it if I went into one of their shops to pay the £20 unlocking fee?

Also is there anything illegal they could do with my IMEI code - clone it - steal it etc? I see he also has a few iphones for sale. Just wary of these ebay dealers and what they could do?!
