That's one of the tweaks that comes with the Cydia tweak Springtomize2.
There may be others, but that's the only one I know.

I use it. I also have Springtomize 2 but I don't like the timing of the lock sound with the effect. TV Tube Sleep does it much better in my opinion. Even tho I try to have as little extensions installed as possible.lol.
