Go to Settings - Privacy - Location Services - System Services, and disable Location-Based Suggestions. If that doesn’t remove it, disable Location-Based Alerts (also in Location Services).

Also, remove your history in Settings - Privacy - Location Services - System Services - Significant Locations.
