Which ios after restoring to factory settings ?

Hello,

I want to restore my iPhone 4S running ios 7.1.2 to its factory settings on but I don't want to update to a newer ios version.

Can someone tell me whether restoring to factory settings also erases the ios ?
(If it does, and I have to download a new ios, I suppose it won't have any other choice but version 9 ?)

Restoring your iPhone to factory settings will also install the latest software version, which is 9.1 at this moment. There's no way to install or keep a different iOS version on your device.
