Does anyone know how I can watch the BBC on my 4S...based in Japan...

Don't think you can, bbc stop people outside the uk... With a pc you can "fool" the bbc server into thinking you are in the uk

You will need to have an UK vpn server set up into your iPhone in order to play BBC on your iPhone from Japan. Unless you go through some 3rd party tv application like SPB TV which perhaps house BBC station.
